Are teachers getting a raise in this budget, or does it require a TRE?
Option A (no TRE) provides a .85 percent salary increase (basically a "step" increase) for teachers, nurses, librarians, counselors and others on the professional salary scale ONLY. It would not require a TRE to fund this. Option B would require a TRE to fund any salary increase beyond the .85 percent which would help bring salaries for Austin teachers in line with surrounding districts to better address the salary disparities.
Why is AISD having multi-year budget problems?
AISD has changed in the past 10 years. There are new changes in our students demographics that require more resources to serve well. In 2000, for example, 48 percent of our students lived in poverty. Last year it was 63 percent. Also in 2000, 18 percent of students were English-Language Learners. Now it's almost 30 percent. Any business experiencing this rate of change in its customer base over a decade would make substantive changes in the delivery of its goods or services and look at systems and structures that are draining our resources. We must do the same.
The biggest challenge to our budget is a legislative structure called Chapter 41.
